[Bucardo-announce] Bucardo version 5.3.1 released

Version 5.3.1 of Bucardo has been released. The primary reason 
for this release is to fix a bug that was causing some "pg_cancel" 
errors to appear.

  - When clearing out the async mode, do not do so unless the state() is sane.
    This will solve some of the "pg_cancel failed" errors seen
