[Bucardo-general] problems with github

Sorry about that, it was accidentally removed last week and I had
committed but not pushed the fix. I just pushed right now - it may take
a few minutes to propogate to github, or you can just grab it directly
from bucardo.org. The fix simply adds the shebang line back in.
