[Bucardo-general] Conflict Log patch

Attached is a patch to support writing a log of conflicts regardless of
conflict resolution setting for a sync.

If you use any of the default conflict resolution settings you don't get a
detailed log of the conflict, but if you write a custom conflict resolution
method to log the conflict you then have to duplicate the behavior of
latest, etc.

This code will log the details of the conflict (full row on both sides) and
then still use whatever default conflict resolution method you have set for
the sync.

In bucardo_config table there are 2 new options, set conflict_log to 1 to
enable the feature and set conflictfile to the path where you want to log
the conflicts.
