[Bucardo-general] Updated FreeBSD RC Script

Attached is an updated version of the FreeBSD RC script I submitted a  
while ago. It includes support for reading in arguments from rc.conf.  
For example in /etc/rc.conf:

bucardo_ctl_enable="YES"
bucardo_ctl_flags="--dbuser bucardo --dbname bucardo"
