[Bucardo-general] Starting SWAP replication

As Rosser pointed out, onetimecopy only makes sense for pushdelta syncs.
You can always setup a separate pushdelta sync for a one-time
onetimecopy, or just switch the sync type from swap to pushdelta, do the
onetime, then switch it back to swap again.
