[Bucardo-general] can't put a simple test working. :(

I wonder if maybe PostgreSQL's initdb command isn't in your path. The test
needs to be able to find it to create test database clusters, but since it
can't find postgresql.conf, it looks like initdb isn't correctly creating the
test databases.
