[Bucardo-general] Logfile reappearing on auto-restart

We should ideally be echoing those arguments on the magic restart 
(patch, anyone) but a quick workaround (indeed, a better way overall 
actually) is to create a ~/.bucardorc file with those arguments in it:

sendmail=1
debugfile=0
