[Bucardo-general] bucardo_ctl upgrade doesn't create syncrun table and other problems with upgrade

Sorry if it was not made clear earlier, but version 5.0 is a clean 
break with the 4.0 code base and an in-place upgrade is not possible.
We may create such an upgrade in the future if there is a demand 
for it, but for the moment you need to recreate your syncs manually.
