Lots of both. It's how the MCP, CTL, and KIDs talk to each other.

Well, let's add it to the todo. Maybe someday Postgres will relax the
LISTEN restriction. We don't really care if we lose all of our
listen/notify ability once we do the first-part commit anyway.
