Certainly not statement! And be careful with transaction as well. 
We do some transation-spanning things, esp. session_replication_role. 
I *think* it will all work out[1] due to when those are set and when 
the transaction boundaries appear, but I'd check that close before 
deciding on transaction-level pgbouncer.
