[Bucardo-general] Conflict strategy 'bucardo_latest' and high latency

I will dig into this at some point, but I seem to recall there were 
valid reasons for doing things like this. Maybe we should hash out what 
some good conflict strategies would look like here on the list, then 
attempt TDD them.
