[Bucardo-general] Bucardo 4.99.5 failing when adding additional sync

I set up a similar test, and was able to reproduce the issue in 4.99.5. I then
tried it against the latest version available in git, and didn't have the
problem. Unfortunately I did have a problem with "bucardo upgrade" going from
4.99.5 to the current version, so I'll take a look at that.
