[Bucardo-general] Fix build with Perl 5.21.6+

Hi,

In Perl 5.21.6, ExtUtils::MakeMaker went from 6.99 to 7.02, and began
quoting a lot of variables in the generated Makefile, the following patch
is needed to get the schema installed
