[check_postgres-announce] Version 2.3.0 released

Version 2.3.0 has been released. The big change is addition of the
"sequence" action. The original idea was from Gavin Roy, with some
modifications by myself. It checks how "full" each of your
sequence is, as a percentage. More explanation is in the docs, of course:
