[check_postgres] install (test) problems

Not entirely unexpected: these tests are very finicky with older versions of
Postgres. What version is this, so I can tweak the tests a bit?

Right, we try to create language plperlu for the tests, but it's not a show
stopper if we can't (as in this case).
