[check_postgres] check_postgres_new_pg_version does not work for 7.4?

Just as a followup for those not playing along on pgsql-general, this is 
definitely a Postgres bug, and they've promised to fix the versions.rss 
file to add 7.4 again. Negotiations are still underway to have that 
file keep older unsupported versions around. Once they decide which 
way to go, we'll modify the check_postgres code accordingly.
