[check_postgres] [PATCH] New action hot_standby_delay to monitor stremaing replication lag

Hello,

Please find attached a patch to add the action hot_standby_delay which
enables to monitor the lag of streaming replication between a master and
a slave (in hot_standby mode).

The patch is in "git format-patch" format, I can also send a pull
request on github if you want.
