[check_postgres] Release 2.23.0

I tagged 2.23.0 and created a release on GitHub, including a "make
dist" tarball:

Open testing issues were some uncovered actions (pgbouncer,
archive_ready, hot_standby_delay), and a plethora of Perl Critic
warnings.
