[TNM-announce] Version 1.23.0 released

Version 1.23.0 was just released. It fixes a small parsing bug, and
adds two new features:

EXCLUDE_PREFIX is similar to EXCLUDE, but works on the "prefix"
(e.g. metadata such as the timestamp) rather than the data of each
line.

MAILSIG gives a file whose content will be appended to outgoing
messages. More than one can be given: each will be appeneded in
order.
