[TNM-announce] Version 1.26.0 released: --sqlstate argument

Version 1.26.0 has just been released. The only change is the
addition of the --sqlstate argument, which defaults to false.
When enabled, it will strip the SQLSTATE codes from after
the ERROR and FATAL words in your log files, so that your
previous regexes will still work. These codes appear
when log_error_verbosity is set to 'verbose'.
