[TNM-announce] Version 1.24.0 of tail_n_mail released

Version 1.24.0 of tail_n_mail has been released. As always, 
the file can be found at:

Differences from 1.23.0 are:

* Support for using LOG_LINE_PREFIX inside configuration files.

* Better handling of partial writes, e.g. reading a partial line 
from the end of the file because another process is still writing 
to it.
