[Bucardo-general] Test fail due to date/timestamp format

Several of the tests performed by:

   make test TEST_VERBOSE=1

fail where expected DATE or TIMESTAMP results differ from actual results due to 
  local formatting.

I have attached a text file showing an example test summary and an excerpt of 
individual failures.
