[Bucardo-general] 1 slave server down, all sync not send data

i install bucardo on 1 postgres server, and i have sync:

Sync: pm_pwmbdg0703           (pushdelta)  mks_herd  =>  pwmbdg0703  (Active)
Sync: pwmbdg_pwmbdg0703  (pushdelta)  bdg_herd  =>  pwmbdg0703  (Active)
Sync: smg_pwmbdg0703         (pushdelta)  smg_herd  =>  pwmbdg0703  (Active)

master : pwmbdg0703
slave : pm, pwmbdg, smg

Question : when 1 slave server is down, bucardo status still running but didnt send any data, like freeze or something, please tell me why?
