[Bucardo-general] adding a column

Unless the column is part of the primary key, the only requirement 
should be adding it on both sides and then restarting Bucardo.
Any other behavior should be considered a serious bug. :)

(If it is a primary key, you'll have to remove/add the table 
from Bucardo, or adjust the goat table manually).
