[Bucardo-general] All sync fail, if one target DB is not available

If you mean it is checking databases which have no active sync 
associated with them, it is a design mistake. You may want to 
see if version 5 (in git) has the same issue. I'm not sure if it 
does, but all new development will be in that version anyway.
