[Bucardo-general] swap sync always "waiting"

So truncating the q table doesn't hurt anything?

I was afraid to do much of that.

I did delete the q entries related to the swap sync and that seemed to help

Hard to say from afar, but it might be some stale entries in the q 
table blocking things up. You could stop Bucardo, truncate the q 
table, and then restart to see if that fixes it.
