[Bucardo-general] MCP Cannot kick inactive sync

4.4.6.  I think I found it.

The output from

	bucardo_ctl validate primarydelta

is
	Validating sync primarydelta...DONE! 

... and nothing in log.bucardo.  However, scrolling back to when bucardo started:

	MCP Warning: Source database for sync "primarydelta" has column "date_created" of table "public.dsse" with a DEFAULT of "'2010-08-11 14:38:05.929-07'::timestamp with time zone", but target database "stat" has a DEFAULT of "'2010-08-11 21:38:05.929+00'::timestamp with time zone"

... appears right when it starts.  I believe we have a mismatched timezone issue between the source and destination servers.  Does bucardo_ctl validate skip a sync the MCP has marked as inactive?
