[Bucardo-general] Mail throttling

If a sync fails repeatedly in short order with sendmail=1, mail gets sent
each time. When I was dealing with the slash bug (now fixed -- thx!) I got
probably 50 messages a min before turning the sendmail flag off. Would you
consider throttling these messages, e..g preventing essentially duplicate
messages from getting sent or holding messages and sending a digest if they
are coming too quickly?
