[Bucardo-general] sync is not active

What you are looking for is onetimecopy. It's a sync setting that 
switches the sync to a full copy for one round only, and then 
reverts to delta. Perfect for the situation you describe. Just 
set it via:

bucardo_ctl update sync foo onetimecopy=1
