No - because the problem would still occur the next time the 
sync ran, and we can't selectively skip rows or we lost all 
pretense at consistency.

As Josh pointed out, you need a customcode. Specifically, you 
want an exception handler that will look for the specific  
error message, fix the problem somehow, and then tell Bucardo 
to retry the sync.
