[Bucardo-general] Sync needs to be active if any one of the node goes down in a multi-node setup

Not at the moment, at least not with a single sync. It is being worked on, however. The only
solution at the moment is to create three syncs, A<->B, B<->C, A<->C, and make them
all makedelta. Ugly but doable.
