[check_postgres-announce] Version 1.9.0: schema support for --include and --exclude

I just released version 1.9.0, which includes some minor fixes but most
importantly the ability to exclude and include schemas for those actions
that return tables. To indicate a schema, just add a dot to the end of the
argument. Regular expressions are still allowed via a leading tilde, just
like table names. For example, to exclude all schemas with the word 'inner'
from an action, use:

--exclude='~inner.'
