[check_postgres] Enhancement request - configuration file

This is a good idea. Maybe an rc file would be more approriate? Perhaps
use $HOME/.checkpostgresrc and if that fails, /etc/checkpostgresrc. And
of course a ./.checkpostgresrc overrides both.
